September is National Voter Registration month, increasing public awareness on the critical importance of voting! Educating and motivating voters to participate is gratifying when they see that voting is their key to voicing their vision of the future.
The general election will happen in less that 60 days and your support of our Voter Service activities is needed to accomplish the League mission to protect and expand voting rights. Your active participation in these events provides an opportunity to ensure everyone is represented in our democracy. Plus you can connect to a generation of new voters with the many Voter Service “Youth Voter” events on Community College and University campuses.
The League of Women Voters is uniquely positioned to support this work as a nonpartisan, grassroots organization. Our voter education and election protection work help to enable all eligible individuals to participate in the democratic process. Please review our events related to these efforts and sign up to help!
As you read through this newsletter you will find details of our activities and registration links. In addition, we feature information from LWVAZ and LWVUS to keep you up to date on state and national voter programs. I encourage you to find ways to support these actions and collaborate with other volunteers. Working together we can continue to advance the mission of the League and protect the rights of all to participate in an inclusive democracy.
I look forward to seeing you at these events and celebrating our successes!
In League Service,
Marcia Barry, President

SCOTUS RULING ON Mi Familia Vota v Hobbs
Impact on Voters and Voter Registration Efforts
August Supreme Court Issues Split Emergency Order in Arizona Case, CJ Roberts and J. Kavanaugh cast deciding votes to allow AZ to bar from registering those who use state form and don’t provide documentary Proof of Citizenship.
The AZ law that the Court’s order allows to be enforced while this case works its way through the system is one that lets Arizona not accept the voter registrations of voters who register using a state-created form and who do not provide documentary proof of citizenship while registering. Voters who register using the federal form (a form prescribed by Congress through the National Voter Registration Act) will be allowed to vote, but only for federal offices.
The current regulation requires that anyone registering with Arizona's state-only form must provide proof of citizenship to vote in all elections. Those using the federal form can register without this proof but are limited to voting only in presidential, Senate, and congressional races. This update clarifies that the change applies only to new registrations, not retroactively.
Unlike voter ID laws, which have shown minimal impact on turnout, the requirement for documentary proof of citizenship could significantly disenfranchise many eligible voters.
Guidance for League volunteers engaged in registering voters:
The Campaign Legal Center offers straightforward guidelines for the essential tasks of registering voters, providing them with precise information, and ensuring their eligibility to vote in all relevant elections.
Summary of the guidance. Read the full presentation here.
-
Current Federal Only registrants are not affected and can vote for presidential elections and can vote by mail.
-
New registrants using the state registration form, but unable to provide the Documentary Proof of citizenship (DPOC) to the state will be rejected, they will not be registered to vote. They will need to request the federal only form and register as a federal only voter.
-
League volunteers should make available copies of the Federal Only form
Federal VR Form with AZ State Instructions.pdf
Federal VR Form Application.pdf
Federal Voter Registration Form / Spanish
-
New registrants can complete the Federal Form Application without Documentary Proof of citizenship (DPOC) and are still registered to vote as a federal only voter.
-
Issues related to Documentary Proof of Residence (DPOR) are not affected. applicants can turn in a state form without Documentary Proof of Residence (DPOR) and get registered as a Federal only voter.
